In a Major push towards Aatmanirbharta in defence, Defence Minister Rajnath Singh has approved the transfer of technologies developed by the Defence Research and Development Organisation (DRDO) for all conventional missile systems to Indian defence industries for domestic production.

The decision, announced on 25 August 2026, is aimed at moving missile technologies developed within DRDO laboratories from the development stage to large-scale industrial production. Eligible Indian companies will be able to manufacture these systems subject to applicable qualifications, certifications and regulatory requirements.

From DRDO Development to Industrial Production

DRDO has traditionally played the central role in developing India's missile systems, while production has increasingly involved both public-sector and private-sector companies.

The latest decision seeks to accelerate this transition by giving Indian industry greater access to DRDO-developed missile technologies. The move is expected to strengthen domestic manufacturing capabilities, increase domestic value addition and create opportunities for Indian MSMEs and technology partners to enter the missile supply chain.

This is particularly important because developing a missile system is only one part of establishing a credible weapons capability. Large-scale production requires a broader industrial ecosystem covering propulsion, guidance and navigation, seekers, warheads, airframes, actuators, electronics, control systems, testing equipment and specialised materials.

Opening DRDO technologies to qualified Indian companies could therefore help expand this ecosystem beyond the traditional defence production structure.

What Does “All Conventional Missile Systems” Mean?

The announcement is significant in its scope. The Ministry has specifically referred to all conventional missile systems developed by DRDO, rather than announcing the transfer of technology for a single missile programme.

This should not, however, be interpreted as unrestricted access to every missile technology developed by India. The approval concerns conventional missile systems, while individual technology transfers will remain subject to qualifications, certifications, regulatory requirements and the applicable DRDO technology-transfer framework.

DRDO's existing Technology Transfer framework provides mechanisms for Indian companies to obtain licences for military technologies. Its technology portfolio includes systems and subsystems associated with missile programmes, including seekers, actuators and other critical components.

Why This Matters for India

The biggest implication is potentially a shift from technology development to technology utilisation at scale.

DRDO laboratories can focus primarily on research, development and next-generation technologies, while a larger industrial base takes greater responsibility for manufacturing mature systems. This can help development organisations concentrate on future capabilities while improving production capacity.

It could also introduce greater competition into missile manufacturing. More qualified Indian companies participating in production could create additional capacity, improve supply-chain resilience and potentially reduce production timelines.

For the armed forces, the ultimate benefit would be the ability to move proven indigenous missile technologies into production faster and maintain a more secure domestic supply chain.

Private Sector’s Role

The decision comes as the government is increasingly attempting to expand the role of private industry in India's missile and strategic-weapons ecosystem.

DRDO has separately been seeking Indian industrial partners for the development and production of missile and strategic weapon systems under its Development-cum-Production Partner framework.

The latest technology-transfer decision complements this broader approach: DRDO develops and matures technologies, while Indian industry increasingly takes responsibility for manufacturing and industrialisation.

This could become particularly important as India's armed forces move towards larger inventories of indigenous precision weapons and as the country seeks to expand its defence exports.

A Strategic Industrial Shift

The decision represents more than another technology-transfer announcement. It reflects an evolving model for India's defence-industrial ecosystem.

The objective is gradually moving from a system where government laboratories develop technologies and a limited number of entities manufacture them, towards a wider ecosystem in which private companies, MSMEs and specialised technology partners participate across the missile production chain.

If implemented effectively, the policy could significantly increase India's ability to manufacture indigenous missile systems at scale while reducing dependence on imported technologies and components.

The real test, however, will be implementation: how quickly technologies are transferred, how many companies qualify, how much intellectual and manufacturing capability is actually absorbed by industry, and whether production capacity grows fast enough to meet the requirements of the Indian armed forces.
